How do they know if inside the bong was salvia or tobacco or legal bud and not marijuana? All they had was a picture. How do they know for sure? It couldve been something else that might be legal and not marijuana. Well Michael Phelps didn't deny it was marijuana. I don't know why they are making a big deal about it though because it's legal where he was smoking. The thing that gets me is that he's had so much more stick for this than when he got caught drink-driving.
